FCCPC Backs Lagos Electricity Reforms to End Estimated Billing

The Federal Competition and Consumer Protection Commission (FCCPC) has praised the Lagos State Electricity Regulatory Commission for introducing consumer-focused reforms aimed at eliminating estimated billing and improving transparency in Lagos State’s electricity sector.

The commendation was contained in a statement released on Tuesday by the FCCPC Director of Public Affairs, Ondaje Ijagwu, following the release of the 2025 Lagos Electricity Market Report.

According to the FCCPC, LASERC’s latest reforms align with existing legal provisions regarding electricity supply without meters and support the gradual implementation of universal smart metering across Lagos State.

The electricity regulator is currently carrying out a broad reform programme targeted at improving service delivery, strengthening consumer protection, and enhancing efficiency within the power sector.

Key components of the reform include the phased enforcement of compulsory metering beginning in 2026, feeder-by-feeder deployment of smart meters, stricter supervision of electricity distribution companies, improved complaint resolution systems, and sanctions against operators that fail to comply with regulatory standards.

The Executive Vice Chairman and Chief Executive Officer of the FCCPC, Tunji Bello, described the initiative as a major step toward promoting billing transparency and restoring public confidence in Nigeria’s electricity market.

Speaking on the reforms, Bello noted that estimated billing remains one of the biggest sources of complaints from electricity consumers across the country.

“Estimated billing remains one of the leading sources of consumer complaints within Nigeria’s power sector. Measures that accelerate metering and improve billing transparency are important to consumer protection and overall market accountability,” he stated.

He further stressed that consumers must be protected from unfair or unverifiable billing practices, especially in situations where electricity consumption cannot be properly measured.

According to Bello, effective metering would improve fairness, reduce billing disputes, strengthen accountability, and boost public trust in the power sector.

The FCCPC boss also urged other state electricity regulators and subnational governments to adopt similar reforms that prioritise metering, stronger oversight mechanisms, and improved consumer protection systems.

He said Lagos State has taken a significant step toward improving accountability and transparency within the electricity market, adding that other states should also establish effective complaint resolution systems and clear service delivery standards.

The Commission further called on electricity distribution companies and market operators to fully comply with metering policies, consumer protection obligations, and service improvement measures introduced by regulators.

In addition, the FCCPC referenced findings from the LASERC report which identified gaps in service delivery, complaint resolution, and electricity supply within Lagos State. According to the Commission, the report highlights the urgent need for continued infrastructure investment, stronger consumer protection frameworks, and sustained improvements in electricity services.

The FCCPC reaffirmed its commitment to supporting reforms that encourage fairness, accountability, transparency, and improved service standards across Nigeria’s electricity sector through continued collaboration with regulators and stakeholders.
